Steps to reproduce

  1. Visit the bookmark list

Expected behavior

Maybe a loading state waiting for bookmarks to load

Actual behavior

We display the empty list state

Any additional information?

We can address this by either displaying a blank screen or a simple progress indicator like a this one for now. We just don't want to display the "empty" screen states that include images and text prompting users to start bookmarking.
